Don't forget that of the 109 people, most of them were people on Kamala's staff, reporters and others invited there probably leaving less than half of them actual public, and since she doesn't allow street walk-offs, even those were selected and invited, suggesting that if this were an actual, real, normal rally, she would have had even FEWER.
