Conveys the message that the position and structure of the eagle symbolizes -IMO.

Difficult to conceive of "Peace" counterpoint/compromise when the issue is one extreme or the other.

I read about this recently. I doubt if Trump knows anything about the design beforehand. Probably doesn't even know about it after the fact.
