Iran, and the Mullahs, have access to that money. The spending is monitored and it must be for humanitarian, agricultural, or social needs.

Iran is calling for the unfreezing of those not really frozen funds. They very well could call no change a victory, the accounts would still be monitored, spending would have to be approved by the US, just like it is now.
