All scientists do is tell us the problems, not how to fix them. Scientists are like Eli Whitney, who is said to have stated, "I don't invent things that I cannot sell." They are in it for the money.
 
If the continent of North American didn't any carbon into the atmosphere at all, as we are not a major contributor of the carbon footprint, it wouldn't change a thing.
The reason is China, India and assorted 2nd and 3rd world nations aren't changing anything. China claimed they would take action, bit instead, have built more and more coal factories and India is struggling to take its nation out of a mixture of 2nd and 3rd world regions, with little success.
Nothing the U.S. does will change what is going on in those nations.

Didn't the Paris Accords wave off the fact that North America doesn't contribute to the problem?
