As part of the criminal justice reform program, Oklahoma had instituted a law that mandated those who were convicted of crimes like first degree rape, must serve at least 85% of their sentence before becoming eligible for parole. He served that and became eligible for parole, and it was the Oklahoma State Parole Board who recommended his release.

How much time did the get to start with? I can't seem to find it.

Virginia also has a 85% rule but there is no parole. It depends on the convict's behavior while in prison. That said the convict will be on probation till the 15% worth of time is over.

If memory serves the only convicts that can get parole in Virginia were the ones in prison prior to '87 when the 85% law was passed.

Of course the dems held sway for two miserable years so I don't know if they fucked that up or not.
