It uses linux but it is a better learning platform to teach programmings and they won't be playing so many games.

Most phones have internet and many services for $50 or less have unlimited phone, text and data. There are phone services for free with 200 min phone, 500 text and 500MB data each month or for less than $10 a month unlimited phone, text and 2GB of data each month, and it has a hotspot for other items like tables and laptops.

Many schools are giving the student tables for them instead if text books. Free hotspots can be found more and more places. Libraries and most government buildings. You might need to ask for the password if it is not posted or open.

Used computers or refurbished can be found at most places that fix computers and online.

I have no doubt their are government and community services to help students get computers as well for free.

Every library has computers. Many schools and universities allow student of any age to use their computers. After schools clubs and groups like big brothers have computers and supervisors to help students use them and do their homework.
Many people that mentor kids have computers for their own use that they will lets kids use if needed.
Apply for programs that put computers, laptops and tables into the hand of kids.
For kids with special needs like autism their are groups that give them new apple tables.
Lots of access even for those who can't buy their own. Hotspots in every major city for free access. Many cities are trying to create free wifi throughout the city.

Kids can speak and it turns to text. Books can be downloaded. Millions of research sources online for homework. Free classes online from basic math to advances college subjects. Kids can even get their class online, by video or phone from home as well as tutoring.

Many game boxes for last five years have internet access.

Colleges are offering free classes online so students can get an experience of what classes are like. There are sites you can take free classes, a couple each semester. There are class lectures on youtube. You can down load audio lectures and books.

How hard is it to listen to an MP3 player that can be had for a few dollars. Even 99 cent stores have MP3 players at times. might be limited to a few GB but that can still be a few books at a time.
