ACA was a stupid move. A MARPA that hands out prize money for increased efficacy and/or reduced costs would be the right move. The problem with the pre-Obamacare health system was high costs and dubious effectiveness something that is barely addressed by this bill. If you want affordable and effective healthcare mandating every man pays for OB/GYN care and every woman pays for prostate and ED treatments is not the way to get there.
