NYC teachers have a union and the state has rules on firing teachers, which makes it very hard to can any teacher for any reason.
So NYC has got in the habit of assigning problem teachers to the "rubber room" where they don't interact with kids, but they get a paycheck.
There are over 650 of them in there now. At 60,0000 per year with Salary and benifits, that is 39 million per year for the rubber room.
