feb 21 2026 STATEN ISLAND, N.Y. — Want to help your community? Want to earn some extra cash doing so? The Department of Sanitation might have the job for you. During a Saturday press conference, Mayor Zohran Mamdani urged able-bodied New Yorkers to sign up for the city’s emergency snow shoveler program.
Eligible applicants must be at least 18 years old, eligible to work in the United States and able to perform heavy physical labor. Applicants must have two small photos of themselves (1-1/2 inch square), two original forms of ID with copies, and a Social Security card.

New York and New England I think they're getting a nor easter

If they are paying the individual $30 per hour, then they would indeed have to charge the city treasury far more. That’s how employment works. The wage is just a portion of the cost. There’s taxes; city, county, state, and federal. There’s the FICA which is 15.3%. Unemployment insurance, worker’s comp insurance.

The employer doesn't pay city, county, state and federal income taxes. Those are deducted from the wages earned.

Just to point out to the old ladies having a heat stroke.

#1 Just like you have to present two photos to get a Passport, the photos are NOT being used for identification, they are being used to GENERATE the ID's that the person will use when working. They are being hired and will be out on the streets (figuratively), public spaces, and on sidewalks removing snoow. (Now personnally, there are ID systems where the picture is taken and the ID is printed instantly - but those would take time to purchase, install, and train operators on. Existing system could be overwhelmed so time might be the issue.)

#2 The documents to provide ID are required because, well because FEDERAL LAW says so. People are being hired to tempoary jobs, as part of the hiring process they will have to complete a Federal I-9 Form (Employment Eligibility Verification Department of Homeland Security). (Now personnaly, I think the person that wrote the web site used poor verbage on their web page. Probably written by someone in the Sanatation Department, with no input from Human Resoruces on what documents actually have to be produced to hire someone.)

The pay is $19.14 per hour.

Since it's temporary/seasonal work, the duration and hours worked will likely not qualify for mandatory offering of health insurance. We're talking a couple of days to a week or so.

You are correct, however those do not come without costs to the employer. There are compliance costs that are incurred and payroll costs. My point is that while $30 an hour may be the wage, that isn’t close to what it costs the employer, especially somewhere like New York (city).

Ya, we typically applied 33% to the posted salary for vacant poistions. This include ER Insurance Costs (Health, Workers Comp, Unemployment, FICA, etc.) to full time positions and about 12% to PT/TEMP work.

Actural ER costs for active FT EEs depended a lot on whether they opted into Health Insurance. But that isn't an issue for these TEMP shoveling jobs.

Most people in America shovel snow for free. The streets are plowed and salted by the government, but sidewalks are the responsibility of the people.

Crazy.

Why would you have to provide two small photos?

When I was in the army, my ID card was a photo and an ID form between two laminated halfs. That was the 80's, nowadays ID's are made by printing a photo taken on the spot onto a white card along with the other information for that particular ID.

Is New york still using 80's technology?
 
$30 per hour to shovel all day long? No way. Make it $50.

Hey, you get from 10-10:30 AM and 2:30-3PM off every day to pray to Mohammad, plus noon to 1PM off every day for halal.
