Probably, there will remain a perimeter of relative safety around Wall Street and a few locales for its participants to live... but the rest of it will be abandoned to a Brazil-like state. A place with 25 million dollar apartments and plastic sheet shanties existing within 9 subway stops from each other is not a good place to live.
