They did not realize that he would get fed up and move to Florida, thereby depriving the state of millions of dollars in income tax and sales tax revenue. Florida has no state income tax.

In hot markets--valuations are basically whatever the market will bear. NYC is one of those, CA, OR, WA and ID have been that way for some time. The assessors don't even view the properties, they just check comparable sales numbers to verify.

Yeah, appraising commercial properties can be tricky, especially if they are business occupied. Much of the value is not from the land or building alone but often hinging on the income of the business or corporation and what interest rates are at the time...
Idiots in government who have never done anything else except run for office probably wouldn't consider something like that.
