California's ammunition controls will do nothing to stop criminals from killing people. Criminals seldom buy any ammunition in the first place: They don't practice, and they use whatever shit ammo came with the gun they stole, borrowed, or bought illegally. In addition to that, if firearms are supposed to be so hard for criminals to obtain, ammunition is much easier to get a hold of.
