I am guessing that a lot of the participants in this "hard to fathom" drama are black.

The drowned woman was black. Black people have a totally different approach to swimming and if there were a lot of blacks in the pool, they wouldn't have noticed 'cause they don't go far under like whites -- they just do slides and splash around. Also, black bodies have denser bone mass and might sink better. And finally, if the inspectors were black, well...
