Anyone listening to his interview understood that all Trump was talking about is that if the people who waged war had to go actually fight it themselves, they might not be so anxious to wage it in the first place, but only do so comfortably from their sofa because they send others to do their battles instead.

County election officials are in charge, and they're the ones who “certify” the canvass. They have to attest with a signature that the results are a complete and accurate record of all votes cast in the election as reported by the precincts. Refusing to certify an election is illegal.
