Mint 20 has just been released. took a Timeshift snapshot then did the upgrade....... It failed miserably and when I went to restore my old version it too failed. Installed a clean version and two thirds of the packages wouldn't work.
I had to do a clean reinstall of 19.03 and it's working fine.
In other words, DO NOT UPGRADE YET.

doesn't sound like much of an upgrade. Aren't upgrades supposed to be better?

Everyone has a problem OS upgrade, an upgrade that looks good and works for the developers but is a cluster fuck in it's release. Then the user fight is on between those who it worked for telling those who it didn't how fucked up they are for not doing it right and the ones who it failed on bitching and complaining because they're angry.
Eventually the developers get their act together and work out the bugs and everything is hunky dory once again.
