A non-citizen is someone who isn't an American citizen. Could be a tourist, someone with a student visa, perhaps a green card or maybe an illegal alien. My guess its an illegal alien, and the media doesn't want to say so. Why doesn't her nation's consulate send someone to State College and just work to get this broad repatriated back to the Motherland of Krapistan?
