America should provide it's Constitution, Bill of Rights and ask these nations how closely they adhere to these principles.

I would add that you must follow a similar approach in qualifying nations for trusted access in trade and intelligence sharing.

This approach made Reagan a global hero as he thrusted American Values onto the world stage.

No Socialist, Communist, Theocratic, Military Junta nation, Oligarchy or other dictatorship should get US aid.
For those nations, the only aid that should be given is weapons and munitions for any rebels fighting for a free nation.

Aha. But even in this case no one understands Putin's politics "made in the USA" in case of the Ukraine, Greenland, Canada ... and who else except Russia? Example: Which weapons do you deliver to Canada (=America) and Greenland (=Europe) so they could stop an US-American invasion there? What's wrong with the USA now? What happens with your country? And you are a child of the enlightenment - what means truth, philosophy and science are an essential element of the "body" of the USA. This is represented in the universities of the USA - and universities since ever had an international exchange of knowledge, professors and students. Otherwise they would not be universities.

Diagnose: The "United States of [the continent] America" currently suffers a deep intoxication of the spiritual and traditional body of the USA. You fight yourselve.

Then you eliminate for example the 'French' values equality, freedom and brotherhood. The opposite of this means to eliminate democracy and elections, to realize slavery and to let rule only mighty and rich 'elites'. This was so in the past for long centuries and milleniums and I do not think this will be a good future.
