Police by law cannot refuse to comply with federal law, their job is to enforce law, and the police are not going to sacrifice themselves to aid Newsom's politics, and if he tries to criminalize police for following the law, it will just end badly for him.

1. Drive the police unions to cut ties with cooperating with the state government.
2. Stop people from even wanting to work as cops in the state.
