What he was doing prior to the encounter is totally irrelevant. The officer in the altercation was not aware of or trying to locate someone from the store. The contact was made because he was in the middle of the street.

The video was altered by the guy that "produced" it. Fox showed both the unaltered video and the altered Video. The altered Video deletes the important acts of the store employees to convey a false premise.
