That's a 3rd-hand reinterpretation, not something Sanger said.

Couples should be required to submit applications to have a child, she wrote in her "Plan for Peace." Birth Control Review, April 1932

The purpose in promoting birth control was "to create a race of thoroughbreds," she wrote in the Birth Control Review, Nov. 1921 (p. 2)

Which has nothing to do with race. Sanger had some weird ideas about how mental defectives and criminals shouldn't breed. She wasn't real keen on poor people. She'd make a good Republican today.
