The position has been described as useful as a warm bucket of spit. All spotlight but no authority, except in presiding over the Senate. Useful as a training position to see how decisions are made, deals are cut, sometimes giving input, never getting credit for the input (good or bad), but, like a military Executive Officer position, very valuable for first hand training of how somebody else did it, (good or bad).
