Not all insulins are or were $35. Depends on which 4 or 5 is in his company formulary. If that is the case then whatever plan he may have probably has a $590 deductible before usually tier 3,4 and 5 and then responsible for either a co pay or 25% or 30%. But what he pays adds up to $2000 including his deductible that's it for year.
Another scenario is maybe his insurance company took it off the formulary for 2025.
