In order to change it, he has to do a "clean sweep" of the company.
Firing all the original employees and replacing managers is the first step after a company buy out or take over.
I've been through a few of these at places I've worked.

Once he gets new managers installed, new training programs will be developed and new employees will be hired.
He will have to keep the "bare bones" minimum of current employees in order to keep things running for the time being.

A complete turnover usually takes about a year. So by the end of 2023, we should see a different kind of Twitter.

Whether thats good or bad, we will have to wait and see.
