Not really, because businesses are not shutting down. A 'shelter in place' means that businesses shut down, except those "essential employers", like the one I work for, which has government contracts for the military. I, health care workers, grocers, pharmacists, and others, all considered "essential workers", while everyone else is supposed to STAY HOME.
