If the kids were not behaving themselves, that is when their parents are to be notified about whatever the problem is, but whoever is in charge of the place is to never lay a hand on those kids until it is in self-defense and right now, I don't think that anyone would say that spraying a kid in the face with disinfectant would be considered self-defense.

P.S. Also, if a kid becomes a big enough problem, that is why 9-1-1 was created.
