The problem is, the GOP wants to wait and do it, so that Trump gets the credit for doing it. If Biden were to reinstate remain in Mexico, allow US border agents to assist Texas, and ramp up deportations, it would literally piss Trump off.

I think he will. It's an election season. It's my guess that he and Abbott will come up with some sort of deal. Abbott isn't securing the border. It's all just a show. For the simple fact that Texas LEO's are allowing the border agents to cut the razor wire as fast as Texas puts it up.
The only thing I've found in the Texas constitution about immigrants, are European immigrants. So as far as I know, there's really nothing Abbott can constitutionally do on the southern border, but strike a deal with the US government.

But this being an election year, lots of democrat voters in NYC and Chicago are pissed at Biden and their mayors over this. So there's pressure on Biden to at least look like he's doing something. What ever he does, will be about as wishy washy as the Senate immigration bill, I have no doubt.
