Mexico's Congress has passed a major reform, in an attempt to make the country's telecommunications industry more open and competitive.

Telmex just about controls everything in Mexico, just like PEMEX which is the nationalized petroleum organization. Nieto is certainly keeping his promise – and making a lot of people angry. But, the everyday Mexican smiles and shrugs, believing nothing will really change.
