The Drug Cartels control the Mexican President and exert their influence at the state and local levels of government as well. MOST Mexican officials are on the take in one form or another. If they aren't, they know they are potential targets for assassination. Mexico is a total shit show and it's going to get worse because President Trump is crippling their businesses.

It's understandable. The cartels may or may not be able to kill her, but they can more than likely kill her extended family, friends, and associate.

I can't see it as a good idea for any country to allow entry of a foreign military to deal with an internal problem. I could see assistance being limited to intelligence gathering, which is likely already being done.
 
Keep in mind that what Mexican officials say publicly might not match what they're doing privately.

Let's also remember that American citizens are funding the Mexican cartels.
 
Mexico is a Narco State. The Gov't is in on the drug trade in huge ways.

We used to go down to Baja every year in a motor-home to surf... It's too dangerous anymore. Too sad... It's an awesome place with wonderful people.

I believe that U.S. military intervention against the cartels would be a disaster. I hope it doesn't happen.

Trump might want to look at the problems of drugs in the USA before attacking other countries.
