What about the risks to Mexican civilians situated in the vicinity of the bombing targets? what about the risk the cartels will take hostages from the surrounding villages or even American citizens?

What if the cartels resort to terrorism here within the USA in retaliation, putting American lives at risk?

The Drug Cartels control the Mexican President and exert their influence at the state and local levels of government as well. MOST Mexican officials are on the take in one form or another. If they aren't, they know they are potential targets for assassination. Mexico is a total shit show and it's going to get worse because President Trump is crippling their businesses.
