Let's face it, Joe is the least important person there to anyone. They probably forgot Joe was even there. It actually looks like Joe was photoshopped in using an old photo after the fact when someone pointed out that Joe was missing. The family is still looking.

what is wrong with that family?
Millions of people have been asking that very same question for years.

Like I said, knowing the Bidens, Joe was just photoshopped in, hidden to conceal his colon waste bag, or really was there but with his typically blank stare much like a baby which sees but does not comprehend.

Also note that everyone in the photo is in rather dark light and in shadow because of the lighting, except Joe, whose head seems lit from above even though the ceiling is dark.

Further evidence in support of photoshopping.
 
Hes in the back like that because his family is once again attempting to conceal the people who are propping Joe up. There is probably two dudes back there literally holding Joe in the upright position.

Mismatched or inappropriate lighting is the first sign of image tampering. It is hard enough to photoshop in another image and try to blend it to make it look part of the picture, much harder to find an image whose lighting when taken (both in angle and color temp) are a close enough match to that of the original image that the two agree well.
