Some of them are anathema to the Speaker's power, IE the establishment...so the general reluctance is understandable.

However, you're correct in that some of this was House rules prior to RINO Paul Ryan's reign. (And of course Pelosi seized his example and said "Hold my glass of fancy wine".)
