California is a prima facie example of, "You must follow my orders but I don't have to follow them myself". We've seen many examples of this. Laws and mandates are for other people. I even remember going back to Obamacare, Nancy Pelosi helped pass the law but gave exemptions to several large California businesses that didn't have to follow the law.
