There are 2 reasons. One is that many are just so inherently immune that they don't know they are infected, the asymptomatic. The other is that being infected has a social stigma or even a potential for being fired from your job, so people are just going into seclusion if they feel sick.

The other thing is that even the lethality that is real, does not necessarily mean anything unless you are in the group that is in danger. For example, it turns out that those over 70 are 400 times more likely to die than those under 40. This is important for when you want to figure out how many would have to die in order to obtain herd immunity, and totally end the epidemic. The point being that if you deliberately infect young volunteers, you can end the epidemic in 2 weeks, and have 400 times fewer deaths than the 2.4 million Fauci estimated. That changes 2.4 million estimated dead into 6,000 only. Which means if we had immediately gone for herd immunity instead of "flattening the curve" last March, we could have saved over 550,000 lives.
