Congress cannot do anything about it. There are no federal elections for them to control. All elections are managed by the states and DC. On November 5th, there will be 51 different elections and many different sets of rules. The feds do not have the power to regulate those elections except control of DC. That is the way the Founding Fathers designed it to keep power away from the federal government.
