That's a good deal for the officers as well as their new communities.
It costs a lot to train a police officer- here in PA the men spend close to a year at the academy learning techniques and laws, procedures. Costs a lot to recruit and train.
Getting guys that are already trained and experienced is an especially good bargain for small departments with only a handful of officers. No training expense, the guys are ready to go on day one 100%.
You are going to find out that winning is not ruling. Ask many of the authoritarian states in the 20th century.
