It's an ARON-7 ground effect vehicle. It's not really correct to call it an airplane or flying boat, as ground effect vehicles can't rise more than a few meters off the surface.

Why make them? They're much cheaper to build and operate than regular aircraft, and much faster than boats. The Koreans mainly use them as passenger ferries to their nearby islands.
