the problem was a lack of sympathy. people in the Senate viewed NY as wealthy state, never mind the fact that its not, and that 9/11 first responders come from all states.

Gillibrand drafted the bill, boy did she go into action. she ordered 6 copies of the self-help book The Secret and gave it to her young staffers. she really made everyone read it and discuss it with her.

it all worked out in the end, after help from Jon Stewart and Shep Smith
