Are you suggesting that normally functioning people would go out and murder other people because of what someone else says or does? Or do you think that a person who would act on such suggestions is more than likely mentally ill and could be set off by anything at anytime or anywhere?
If you are going to go this route, then you must realize the POWER such a thing would have and the power and authority it would give government over how we are allowed to even THINK or express ourselves!!!!
Yes, I am. I only need show you Nazi Germany as a perfect example of this.
They've done psychological tests on people and found that people will do what they're told.
I could point to Rwanda, Burundi, former Yugoslavia, Cambodia and many, MANY other places where "normal functioning people" went out and murdered other people. It's sad, but it happens.
However with general society many people do have self control. But some don't. If you incite a slightly mentally ill person to go kill people, and they go kill someone, are you not guilty?
That is completely different circumstances, places, situations! Apples and oranges! This kid hung a noose on a statue. Nothing more. Nobody was killed, and hanging a noose on a statue does not mean that a person wants that to happen. Just like Ice Tea doesn't necessarily want to kill any cops.
Oh, wow, we've managed to go from attacking to the "it's a different place therefore it cannot be compared".
I'm sorry, what's different about people in Germany, Rwanda, Cambodia that's different to America? Oh, wait, Americans went about enslaving black people, killing Native Americans, even now the US goes off every so often (with a Rep Pres) killing people.
There are enough people with mental illness in the US that someone inciting people they don't know, on the internet for example, that a killing could take place.
Americans aren't different to other people. I gave some extreme examples, but they are examples that SHOW that people will do anything when they're convinced of something. If "decent white folk" went off a lynching, then anything can happen.
It's HUMAN NATURE. Psychological studies have proven it.

People who are agreeable are also more likely to make destructive choices, if they think doing so will help them conform to social expectations. That's the finding of psychologists, who suggest that disagreeable, ornery people may be more helpful than we think.
Researchers recently conducted a version of Stanley Milgram's famous obedience experiments, where people were asked by doctors to "shock" others until they died. Only later did they discover they people they'd "killed" were just actors. A surprising number of otherwise kindly people "killed" others, just because they'd been given orders.
In revisiting the experiment, researchers have found evidence that agreeable people will often choose to do destructive things because they don't want to upset anyone by disagreeing with direct orders."
