Katyn massacre

The U.S. had fragmented sources of intel prior to WW2 including the competing Army and Navy intelligence but there wasn't a central agency. The Supreme Court finally had to pick the FBI as the espionage and counter espionage center even though Hoover's G-Men had no experience in the field. The Brits were shocked about the lack of overall intelligence in the FDR administration. It's possible that FDR chose to ignore (Uncle Joe) Stalin's atrocities or perhaps the dying old man was intentionally kept out of the loop.
