Then he played tough guy in the CBS interview and said he could pick up the phone if he wanted to. He just won’t do it.

The courts will not be impressed

Doesn't change the fact that if the president of El Salvador refuses to release the prisoner there is nothing the court can do about it, no matter what Trump said or didn't say.

If Trump is unable to get this guy back, it is clear to the court that we should not be paying to send migrants there if we can’t get them back if a mistake is made.

But that's not what he said, he said he could call the President of El Salvador an ask him again.

All he was ordered to do was make easier his return to a US Dentention center to be deported again, he's made clear that he has a plane ready, but Garcia's President and Govt aren't done with him and said they wouldn't. Trump can certainly keep calling, but why?
