But it sounds like a complaint was filed and is being investigated.

What would you have the police do? Not do their jobs.

Its one of Beibers friends. He was charged with felony possession. It was said to be either coke or ecstasy, but its not confirmed yet. They said 1 year max if its ecstasy, 3 years if its coke. Apparently it was laying out in plain view for the police officers to see.
