Once upon a time, some states took steps to discourage certain women from giving birth.

So in 2020, some places are now paying them to have more babies.

From what I learned about the program nobody is getting paid to become pregnant and it's a pilot program in attempt to lower the infant mortality rate existing within the two minority groups to a more normal level. I've got nothing against aiding the innocent totally absent of any responsibility for their plight, as such is the case for these prenatal lives.

They dont pay them to become pregnant, they pay them after they become pregnant.
The reason is:
racial discrimination in delivery rooms and the legacy of racial inequality, including mass incarceration and inequitable neighborhoods, were all contributing factors
