Did you read your own link or just the title? The article is about immigrants voting in local elections not federal elections.. I was surprised, though, to learn from the article that some cities already allow immigrant voting in local elections and that there is a history of it. The article isn't addressing ILLEGAL immigrants voting but, rather, non-citizens who live here legally such as refugees, H-ib visa recipients and others.
