Article does not claim such a thing at all. Describes Trump, correctly, as "The twice-impeached former president." then gives the quote from the ruling..in quotation marks..so we all can know that it is directly attributed.

WRONG, Floogle, it implies that the JUDGE called Trump twice impeached when Trump was twice charged with impeachment and both times it was struck down and laughed out of the building.
