It is cusomary for the state department to notify a country that is odds with a country that the President is planning to visit. Biden took a 10+ hour train trip from Poland to Kyiv. He stuck a thumb in your hero, Poootin's nose, when he did that. Poootin was warned of the consequences if he interfered. And Poootin did nothing, except suspend a nuclear treaty that he is not honoring, anyway.
