Not all of those are electric, only about 25% are intended to be electric because most of the routes they would be used on are not conducive to electric vehicles. And the entire NGDV program has been under a lot of scrutiny, especially when companies with a lot of experience in small utility vehicles (GM, Ford) were either specifically excluded from consideration or rejected in the opening stages.

Then they went with a company that while a major vehicle company is not really known for small cargo vehicles like this. Oshkosh is mostly known for huge vehicles, like those the military uses, large construction equipment, and fire trucks. To me, selecting Oshkosh as the winner is like selecting Mac or FreightLiner to build the things.

The replacement vehicle is needed, the Grumman LLV is over 30 years old and needs to be replaced. And they should have instead of this boondoggle just tapped Ford to restart their FFV line of postal trucks. Those were a Flex-Fuel vehicle that could use gasoline or R85 ethanol. And most of the components were literally off the shelf things made for the Explorer. That would have made replacement parts much less expensive.
