Firstly 4000 people died not 20,000. 22 million were infected as a whole so 4,000 is a very small percentage. Unlike the 3,000 out of the 100,000 that have been infected with coronavirus.
Secondly Obama did take action making sure there were enough test kits and other needed supplies. All states were made well prepared.
