Worst case:
Some "Russians" approach someone in the Trump campaign with the following proposition:
"We can hack ANY email or communication account, and we want Your Guy to win this election. How can we help?"
The Trump Operative says, "Why don't you hack HRC's email, and the DNC's e-mail, and look for communications that might be embarrassing to her. Then we can publish them through a third-party instrument (e.g., WikiLeaks), and exploit them to Trump's advantage."
Done deal. It is done, and it is successful, largely because there were communications that pissed off Bernie-voters, causing them to sit on their figurative hands on E-day.
Where is the crime? No votes were changed. No votes were suppressed. No falsehoods were published. In fact, there is probably not a single Trump voter who would now say, "Well, knowing THAT, I would like to change my vote!" On the contrary, there would be a lot of people who are grateful to The Russians for exposing the duplicity of the DNC and HRC's campaign organization.
Again, where is the crime, and just as interestingly, where is the harm?
