No, America was intended to be a Constitutional Republic. It was to protect against the 'tyranny of the majority'. Thus, you have the electoral college that ensures that the minority has a say, and the smaller states can sway an election.

Everyone gets a vote, but it's based upon representation, not the mass majority.
