I don't know how but by suspending the debt ceiling (if that's even what he said) could mean that he has an idea of how we won't even need to use it.

It's the limit on how much the government can borrow in total. It is essentially the upper limit on our national debt.

If tRump was planning on spending less the upper limit wouldn't be an issue, now would it? Because the deficit would be going down, not up.
